Directed by Ilya Naishuller and now streaming on Prime Video, this high-octane movie zips through multiple countries. Wondering where the crew filmed it?
Here’s the full list of filming locations that gave Heads of State its international flavor:
List of all filming locations where Heads of State was shot
Sospel, France
The opening of Heads of State throws viewers straight into bloody action at a tomato-throwing festival—but it’s not Spain. It’s the sleepy French village of Sospel, reimagined as a faux La Tomatina arena. Instead of real tomatoes, props, VFX, and production design created the illusion.
Longcross Studios, Surrey, England
Many of Heads of State’s biggest set pieces—like the explosive Air Force One crash—were brought to life inside Longcross Studios. Instead of filming in Eastern Europe, the crew built a life-sized replica of the aircraft and transformed parts of the studio into a Warsaw safe house.
Nice, Grasse & Théoule-sur-Mer, France
The team filmed car chases and close-quarters combat across the French Riviera. They shot interior stunt sequences at Nice’s iconic Victorine Studios and used nearby coastal towns like Grasse and Théoule-sur-Mer to create the movie’s breezy European backdrop.
Belgrade, Serbia
The crew used the outskirts of Belgrade to depict the tension-ridden zones of Belarus. They filmed key firefights and crash site scenes across both urban and rural areas.
Trieste, Italy
Trieste’s narrow streets and historic piazzas weren’t just picturesque—they were built for action. From waterfront showdowns to rooftop scrambles, the city hosted some of Heads of State’s most intense sequences. One scene even features “the Beast,” a presidential SUV, tearing through tight alleys flanked by five backup cars.
Liverpool, England
For the climax NATO summit scene and chase sequences, the production utilized the grand architecture of St George’s Hall and the Port of Liverpool Building.
