What starts as mutual annoyance between the two leaders quickly turns into a fight for their lives when they survive a mid-air assassination attempt. As the mission comes with betrayal, international conspiracy, and a fight to protect the future of the NATO alliance, what happens to Sam and Will by the end of the film? Who plotted against Sam and Will in Heads of State?
The people trying to take Sam and Will down aren’t random enemies; they’re insiders with big plans. The main villain is Viktor Gradov, a dangerous arms dealer with a personal vendetta against NATO. Years earlier, NATO mistakenly killed his son during a raid, then tried to cover it up and steal his son’s tech. That betrayal fuels Gradov’s plan to destroy NATO from the inside.
But he’s not acting alone. Will’s own Vice President, Elizabeth Kirk, turns out to be working with Gradov. She’s an isolationist who wants the U.S. to walk away from international partnerships. Kirk plans to let NATO fall apart and take power herself, using the assassination of Sam and Will as the catalyst.
Do Sam and Will live or die in the Heads of State ending?
Sam and Will live, but they almost don’t in the Heads of State ending.
When Gradov storms a NATO meeting, he brings serious firepower and a plan to wipe out world leaders. Sam and Will could have played it safe, but instead, they charged into it. The final showdown happens, where Gradov is seconds from escaping in a helicopter. Armed with a harpoon gun, he nearly gets away until Sam pulls a move straight out of his old action movie days.
Sam distracts Gradov while Will launches a cupid statue into the helicopter’s rotor. The plan works. The chopper explodes mid-air, and Gradov dies in the blast. Kirk doesn’t make it out either, as Gradov killed her himself during the confrontation, proving he never really trusted her.
